add a charm doctor command for verifying environment #224

What version am I running?

I ran the following command: charm version and got the following ouput:

charm 2.1.1-0ubuntu1
charm-tools 2.1.2

I am using: Ubuntu

Feature

This is something I saw when running yeoman.io where you could type yo doctor and it would tell you if paths were not set or certain items required for yeoman to work could not be found.

It would be nice to have a charm doctor command that could do something similiar:

charm doctor

... checking environment variables set
[NO] LAYER_PATH not set
[YES] INTERFACES_PATH set

To fix run:

export LAYER_PATH=$HOME/charms/layers

This seems like a good idea. We should outline what would happen with doctor (also doctor doesn't really work as well as yo doctor, but the soon to be called feature doctor)
