[Bug][new Loading popup] status of progress is not properly

Describe the bug
the progress is not corresponding with the time

To Reproduce
Steps to reproduce the behavior:

1. Go to My Drive
2. Upload an item
3. Observe the progress bar
4. See that the progress is not corresponding with the time because most of time color of it is not change, just changed at few late seconds although total time could be more than 1 minute

Expected behavior

• the progress is fill corresponding with the percent of loading, corresponding with the total time needed for the uploading
• the title of the popup must contains the number that present percent of the progress ( refer the figma)

The PR above improves the progress bar calculation. The title of the popup though will remain the same, because it was decided after multiple discussions with the team.
