Add a Github Codespace Config based on gitpod dockerfile (withastro#4185

)

* Add a codespace config based on gitpod dockerfile

This will ensure contributors using Github Codespaces also have to
correct environemnt setup, with all packages installed.

* chore: rename Dockerfile
