Make Toolbars Moveable

Is your feature request related to a problem? Please describe. A clear and concise description of what the problem is.
It is not user friendly to require the user to always use a hard coded spot for a widget.

Describe the solution you'd like A clear and concise description of what you want to happen.
Make it possible for a toolbar to moved from one side of the screen to the other or for it to be popped into its own window. This would utilize the toolbar spots (up, down, left, right) and undocked mode (its own window).

It is important to save this data in a setting. If it is not saved the user will be forced to redo their settings each time Foundry is reloaded.
