This is not the responsibility of the repository owner, rather the user committing to the repository. If a user pushes their signed commits to GitHub, they will appear signed in the remote repository.

I was talking about makecode which I beleive is part of pxt, so that is why I put this here. But this isn't relevant for me anymore, so I'm going to close this issue.
