chore: Update buildkit and allow dependabot (open-policy-agent#911)

Updates the buildkit dependency to get rid of CVE scanner findings:
- CVE-2024-23651
- CVE-2024-23652
- CVE-2024-23653
- CVE-2024-23650

Additionally add buildkit to the allowed dependencies in
dependabot config.

fix: Add tls flag to test command (open-policy-agent#908)

The pull command uses TLS by default by way of the value set for the `tls` flag.  This change updates the `--update` flag on the test command to use TLS by default to align with the pull command.
