Loss of all data after Container restart

Hi, probably I missed something. When my container needs to restart it seems that he stalls as he is not able to work with existing data. is there any flag what needs to be added that after a restart all data all users etc stay the same?
my assumption was that all needed data will be stored in pb_data and pb_hooks and pb_public what is always persisted via a mounted volume?
