Footnote not Continuous #2

The footnote of this document class does not continue between chapters. Need a fix.

I have tried the following that did not work:

\usepackage{chngcntr}
\counterwithout{footnote}{chapter}

This worked for me to able to get continuous footnotes across the chapters:

%Footnote
\counterwithout{footnote}{chapter}
 \interfootnotelinepenalty=10000

But, NOTE:if you are submitting a U.Chicago dissertation, the formatting requirements clearly state:

Footnote numbering must not be continuous throughout the text. Each chapter or appendix must begin with footnote 1, with consecutive numbering within the chapter or appendix.
