IaaS and context broker should share config library

The context broker's pynimbusconfig library should be used by the Nimbus IaaS config/installer system. Currently there is some code duplication where IaaS is using the old config library. The new way we mapped out to do this in the context broker is better and it should be ported to/shared by IaaS.
