Offer a SPARQL endpoint query mechanism

Is your feature request related to a problem? Please describe.
This is about enabling a better way to query an OntoPortal database with SPARQL at:

1. Global level i.e., enhanced version of what its is available today with 4store HTML testing endpoint.
2. Local level: in the UI of an a given ontology, with queries restricted to the selected ontology graph.

Describe the solution you'd like

• A UI with to the main (or duplicate) SPARQL endpoint with examples of queries.
• A new "tab" at the ontology level offering a simplified version of the SPARQL query UI to query only this specific ontology, with examples.

Additional context
This point was a request in the user panel of the OntoPortal Workshop 2023.
