[Withdrawals] Improving create/edit withdrawal in admin UI

Describe the bug
The forms for creating or ediitng Withdrawal/Тегления in Admin UI need the following improvements:

• The field campaign to be moved at first place
• Display Current Amount field on second place
• Currency field need to be readonly and filled with the currency of the campaign
• DocumentID needs to be free text (for now) this will be filled with the bank transfer id
• The dropdown for selecting Vaults need to show the names of the vaults in the campaign and prefilled if only one
• The Approved by dropdown needs to show only list of people who are campaign coordinators

To Reproduce
Steps to reproduce the behavior:

1. Navigate to /admin/withdrawals
2. Click on create or edit withdrawal
3. See the desired behavior from above
