Add a notification if a financial report has been published recently

We want to focus the attention on the financial reports if they have been published recently.
Now if a report is published, most likely no one would see it.

Describe the solution you'd like

Add a notification icon in the financial reports link on the campaign page:

May be a lamp icon would do:

This should be visible only if the report has been published in the last two weeks.
Also add a hint over the icon, something like: "New financial report available"

Describe alternatives you've considered

It would be nice if we can add a cookie, that would make the notification as "seen" and we don't show the notification icon if clicked.
