Forward Error Correction blocks

This module provides forward error correction (FEC) blocks for various communication standards, as well as general encoding/decoding functionality.

2020/07/04: This module currently depends on the master branch of the PothosCore repository. Pothos 0.7 will be the first stable release this module supports.
