can these be stored in a non-binary format?

i don't use IDA, but the tooling i use can make use of FLAIR-style signature dbs.
it looks like the ALLirt tool requires IDA to be installed in order to access the dbs.

suggestions?

Sorry for the late reply.
As you know, you can use ALLirt to generate sig files in the form of a non-binary format.
You may also know this, ALLirt requires only pelf/pcf, sigmake of IDA FLAIR tools other than full IDA pro.
It means you would be okay to have only two tools. Otherwise, you can't generate them.
I planned to rewrite the ALLirt and upload the .pat files a long time ago but I can't afford to do that. But, this plan is still in my mind and I will refactor them someday.
And, I will keep this issue open and still am looking forward to anyone contributing what you want.
