Create a Newspaper Viewer for the website

so I will only have to upload a scanned image of the newspaper to the site and the rest of the process, such as clipping each news item in the viewer and if you click on the clipping it will automatically show that particular item

as this is the whole page of the newspaper
if you hover your mouse over it it shows a selection for the news item
and if you click on it it opens that news item from the paper
