Describe the bug

It is not possible to scale horizontally to 0 replicas. Neither through the dashboard nor through the CLI.

Actually, the entire scaling is kind of buggy, and the behavior in the dashboard and the CLI is not coherent.

When scaling through the dashboard we update the replicas field on the capsule spec.

We should update the horizontal scale fields instead

When scaling through the CLI we update the horizontalScale min & max fields in the capsule spec, but not the replicas field.
