Implement the nuclear power plant structure. The nuclear power plant would deliver energy to the player when he deposits uranium cells in the plant. It would be a nice use case for the liquid pool (#35) : which could be used as a coolant for the power plant.

A large amount of energy would be necessary to create a rocket (#36), which would justify the need for nuclear power.
