The return info is not clear when orchagent restart check fail

Test case process_monitoring.test_critical_process_monitoring#test_orchagent_heartbeat fail because command docker exec -i swss orchagent_restart_check return RESTARTCHECK failed
After design team analysis, RESTARTCHECK due to large scale BGP routes were processed on the weaker CPU system (x86_64-mlnx_msn2700-r0), so orchagent_restart_check timeout and return RESTARTCHECK failed
From the user's perspective, RESTARTCHECK failed is not very informative to understand the root cause. Could you update the return info to make it understand for user?
