Broken link in "Install and Configure Spin CLI" documentation

Hi,

I noticed a broken link in the Install and Configure Spin CLI documentation page.

• Issue: The "the OAuth setup instructions" link is broken and leads to a 404 error page.
• Broken Link: https://spinnaker.io/setup/other_config/security/authentication/oauth/

Steps to Reproduce:

1. Go to the "Install and Configure Spin CLI OAuth2" page.
2. Click on the "Read the OAuth setup instructions" link.
