Finalise the design

I actually suck at this, so you mobile devs will have to tackle this one.

@pospi Has suggested I start with a mobile breakpoint and work upwards. We'll work something out.

Site layout has been blocked out to minimum acceptable mobile layout. I've forgotten to put an auto margin on the container elements so it's all sitting to the left at the moment but you get the idea (:

• Hookup presence of legislator contact methods to legislator template
  • apply styles for hovers
  • apply styles for action progress

• Smooth-scroll the window (with GSAP) when anchors are clicked
  • and when UI actions are taken (eg. scroll to top of legislators pane when results load, in case page length pushes them off)
