Refactoring to make interest unnecessary at highlight time

It's a tremendous speed slowdown when there's no interest to begin with. Right now, this only affects tag RSS feeds. I've now added .rss to robots.txt, but this would continue to be a huge problem if we displayed item highlights of a tag on the web.
