Some ideas, thoughts, not necessarily the solution, just stuff we came up with:

Operator for manually opening or closing a circuit
An operator for handling acks, and gated acknowledgement continuations in tremor-script
Add a language concept for emitting circuit-breaker events, manually mark events as acked or failed.
