Major Bug in Android 8.1

When I long-press (touch and hold) an image, I can drag it around the screen as expected. However, after releasing the image, all touch input becomes unresponsive. I can no longer click or interact with anything on the screen. The dragged image remains stuck in its last position, even on the lock screen. The only way to restore normal functionality is to force a device restart.
