Offline access - download control needs more Page flexibility

When using the download control on a Section Page.

Selecting a Page to be the "root" of the offline download only allows for Pages below the Section Page you are editing.

It would be a more flexible experience for the Admin to allow for the Page to be selected from all Pages on the site. If that's not possible, or causes problems, then allowing the selection of the "Root" in the Explorer is important so that all content under the Section can be downloaded.

I published the Section, and now I can select any Page from the Explorer on that control. When I add a new download control, without publishing, I still have the restriction on which Pages I can select.
