IBC Conformance Testing using strangelove-ventures/interchaintest

To begin integrating strangelove-ventures/interchaintest, we want to implement IBC Conformance testing via their conformance test library.

Given that the best way to incorporate interchaintest as a library is with a go submodule, we'll instead opt to nixify the running of their binary to conduct the test.

The integration of Interchaintest will require significant work on Voyager and integrating Voyager in our Interchaintest fork. @benluelo @PoisonPhang will undertake this together once bandwidth opens up.
