As a user I want an easy way to upgrade VIC

Since the appliance page is now far more complicated we might want to coordinate work with the vic-product team such that we could tell who owns which portion. One question that comes to my mind is whether we want it as an Angular app or not. If not, there would not be much for frontend, as validation and content rendering will happen from the server side.

Renamed the epic because for 1.4.0 we are not going to allow the user to upgrade VIC Appliance through UI. That is, this epic is going to feature the Getting Started guides, appliance configuration and plugin lifecycle management.
