Investigate implications of different file encodings

Atm. dbcppp assumes the given file is ANSI encoded i.e. the underlying charachter type is char, at least for DBC.

• Investigate what's the best bet in case of DBC files and change it in the code if needed (perhaps this is a good solution: https://stackoverflow.com/questions/13679669/how-to-use-boostspirit-to-parse-utf-8)
