Since we have refinement of grids now, there should probably be a few cases of refinement "rules" along with criteria. E.g.

  1. The case we have now, where a rectangular prism-shaped region encompassing all of the relevant cells is refined.

  2. A PARAMESH-like case with octree-based refinement.

  3. Can't think of any others right now...

I agree -- some kind of schema for defining the refinement. Right now we can probably implement 2x2x2 octree, but only otherwise grid refinement. I think putting this on 3.0 is a good idea, and focusing on the initial phase of just the grid refinement in 2.x is a good idea.
