We're properly importing, e.g., %23, but we export #, which then won't import.

As far as I know we only export relative paths, which are valid URIs.

This doesn't seem to be the case. I tried exporting an item with a linked file attachment via Zotero RDF and got

<rdf:resource rdf:resource="/Users/abe/Desktop/ABC #1.pdf"/>

Oh, but that's only if you uncheck Export Files. If you check it, you get a relative path.

We do this somewhat inconsistently across several export translators
