PingoMeter

PingoMeter - is a small program that show your ping in Windows system tray (in graph or numbers).

Run at startup

Create a shortcut of PingoMeter.exe
Press Win+R to open the "Run"-window
In the "Run"-dialog window type shell:startup and press OK (A new Explorer window will open up with the Startup directory)
Put the shortcut of PingoMeter.exe in said directory
