Stats: enable Odyssey Stats for WoA sites

Proposed changes:

• Enable Odyssey Stats for WoA (Atomic) sites

Atomic sites were using Calypso Stats before, but with the process of the untangling Calypso project going on, Atomic sites now have an option to stay within WP-Admin for (almost) everything. Atomic sites were intentionally left out when rolling out the new Stats experience (Odyssey Stats), and now it's the time to enable it.

The PR should be merged after all the parity work is finished at https://github.com/Automattic/jetpack-roadmap/issues/1204

• Install Jetpack and Jetpack Beta plugin
• Choose branch update/enable-odyssey-for-woa-sites in Jetpack Beta
• Open /wp-admin/admin.php?page=stats
• Ensure all the pages work okay

• To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the update/enable-odyssey-for-woa-sites branch.

• To test on Simple, run the following command on your sandbox:

  bin/jetpack-downloader test jetpack update/enable-odyssey-for-woa-sites

Jetpack plugin:

The Jetpack plugin has different release cadences depending on the platform:

• WordPress.com Simple releases happen daily.
• WoA releases happen weekly.
• Releases to self-hosted sites happen monthly. The next release is scheduled for March 5, 2024 (scheduled code freeze on March 4, 2024).

This works for me with the exception of a handful of 404s on the Subscribers page. It looks like the launchpad-related APIs are not available here.
