Add reset options to my jetpack footer

Proposed changes:

• Update Admin Page component to accept custom footer elements
• Add Reset Options element for devs in the footer of My Jetpack

Testing instructions:

1. Check out this branch on your local environment
2. I had an issue with my development docker environment not being recognized as a development environment. If you have the same issue, go to projects/packages/my-jetpack/src/class-initializer.php line 293 and replace the line with

				'isDevVersion'           => true,

3. Go to My Jetpack and scroll to the footer. Ensure you see the Reset Options (dev only) item
   
4. Open up the Network tab and filter the requests by options
5. Click the Reset Options button (or highlight it and press Space or Enter) and ensure you see the request as successful in the Network tab, and also that you get a Success message

• To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the add/reset-options-to-my-jetpack-footer branch.

  • For jetpack-mu-wpcom changes, also add define( 'JETPACK_MU_WPCOM_LOAD_VIA_BETA_PLUGIN', true ); to your wp-config.php file.

• To test on Simple, run the following command on your sandbox:

  bin/jetpack-downloader test jetpack add/reset-options-to-my-jetpack-footer
  

  bin/jetpack-downloader test jetpack-mu-wpcom-plugin add/reset-options-to-my-jetpack-footer
