JS Tools: update the GH action lint to use ESM for chalk v5

In #40786 we updated chalk within tools/js-tools to v5, which requires ESM. We did not update the GH action linter file.

Discovered via work in #40934

Proposed changes:

• Update the lint-gh-action.js file to use ESM and rename.

Thanks for the catch; I'm going to audit the other dependencies I updated to make sure I didn't miss any similar things.
