ubuntu-latest was already at 24.04, documented here https://github.com/actions/runner-images, but rollback with actions/runner-images#10807
I updated the PR to use the specific version 24.04 for the combined build.
See actions/runner-images#10636 24.04 will be default again after January 17th, 2025 .
