Added a new Billing page and fixed issue#1357

Summary

This PR solves the issue#1357.. now when Billing is clicked it loads a billing page with /billing route.

sure, though seems we need to do some consultation. I have to tried to check in the old UI, and it is not there, maybe it was not even supposed to be there .
