Version command

Added obvious professional software subcommand "version". Needed in all pro grade solutions.

First release of Pudl

Supported commands:

• list - fetches and shows most recent pudl news
• show - shows given pudl by list id
• top - shows only top few most recent news ( default 3 )
• cache - shows all the cached pudl news
