[Shaman] Weapon imbue changes

- Tie weapon imbue spells (flametongue_weapon, windfury_weapon) to
actually applying the imbues.
- Implement "slot" option to flametongue_weapon. Defaults to "off_hand".
- Implement double Flametongue behavior if applied to both hands
