add list of agreements that were reached in first four rounds (Geneva, Annecy, Torquay, Geneva II)

In this document I list the countries that have reached to final phase of negotiation with the American delegation at the different round of the GATT. This achievement is indicated in the document by a letter from the chairman of the American delegation.

##Geneva I

Concession map
===============================

The concession map document is an index of all the documents from the GATT of the type __"Outcomes of the bilateral negotiation between [contracting party 1] and [contracting party 2] at [GATT round]"__ that can be used in the production of a document of the type __"Tariff concessions by [contracting party 1] to [contracting party 2].Rmd"__. It precises if the countries reached an agreement with the American delegation and from what page the final concessions can be found in the document. In the table that summarize this data, it appears in parenthis as "(Loc)".
