[x] update guppy and friends

Update guppy, determinator and hakari to their latest versions.

This has a few knock-on effects:
* x.toml needs to be updated because the config format has changed a
  bit.
* Previously hakari was missing a few cases that should have been
  unified, such as proptest. Now that proptest is included in the
  workspace-hack, a few linters needed to be updated to exclude it.
