After a lot of head scratch, I decided to break this up into a few stages
There will be a basic version, and advance version, then maybe the final version

Basic version

• Best expedition selection
• Auto fleet setup, without exception handling

Advance version

• Auto fleet setup, tries to use other ships if the specified ship type is not available

Final version

• Optimize the ship used in expedition (use the lower possible level, resource etc.)

• Get the current resource state

• Pick a expedition set to help balance the resource

• Select a fleet preset for the selected expedition
