This option helps with situations where you want to do something like read a tooltip and have the inactive timer set. It can hide while you're reading, so you have to keep it moving.

From the comments, I understand this behaviour is expected so that tooltips and whatnot get removed when using touch input. So, I've created this option.

This is not how I wanted to fix it (see #816 (comment)). There should be no option; just when the cursor is hidden on a timeout specifically (and probably when it's hidden on key press too, but not on touch), it should remain "entered" on a surface until the next time contents_under change, at which point it should leave.
