A Proxy wide Whitelist for Velocity with added Geyser/Floodgate support Allows all connections from local network.

Permissions

Permission	Purpose
vwhitelist.admin	Needed for all /vwhitelist commands
vwhitelist.bypass	Can bypass whitelist even if not in list
