Trigger CI workflow for release_candidates branch

When OpenSSH installs try to send data to a dynamic window install

a pathological state can be entered that significnatly restricts
throughput. This commit introduces a 15MB maximum advertised window that should
prevent this from happening. This is not an optimal solution but it's better
than having throughput collapse completely.
