[C++] Support more pulsar command name and version in Wireshark disse…

…ctor (apache#13286)

### Motivation

Currently, the Pulsar Wireshark dissector missing some support of the new command name, version, and server errors, we should support it.

### Modifications

1. Support missing pulsar command name.
2. Support missing pulsar server errors.
3. Support missing protocol version.
4. Some refactor
