[Keyboard] Add Noxary 280 (qmk#5814)

* initial commit

* fixup script issues

* define pins used and create an appropriate LAYOUT macro

* create an appropriate keymap

* turn on backlight and bootmagic lite

* add QMK Configurator support

* fixup readme

* remove doubly defined KC_TRNS from keymap

* add support for Caps lock and Scroll lock LEDs
