The code excerpter packages found at https://github.com/dart-lang/site-shared/tree/master/packages should be migrated to null safety to avoid potential issues in the future as we continue moving into a null safe world.

At the same time, migrating to package:lints/reccomended.yaml wouldn't be a bad idea.

If no one takes this up on their own, I will get to it eventually :)
