This isn't necessary, but I think it's slightly better? Another sane alternative would be to download the upstream KEYS file and extract the exact keys out of it that we want/need via their full fingerprints, but that is slightly more work.

With more time/distance, I think this is actually saner -- then we aren't relying on any keyservers (or email verification on a keyserver) at all.
