FTM: Add Unlock button to new Toolbar

User Story

As a user, I want the ability to unlock a page from the new Toolbar.

Acceptance Criteria

• The unlock button should display informative messages about who locked the page.
• The unlock button should be enabled or disabled based on the user's permissions.
• The unlock button should only be visible if the page is locked by another user.
• The unlock functionality should remain consistent with the current implementation, ensuring no changes to the behavior of other parts of the UVE.
