version.mak: Do not automatically calculate MILESTONE

Adding MILESTONE_IF_NEEDED broke MEAD builds.
Give up for now. On release builds, we'll have to manually patch also
version.mak, together with using maven-release-plugin. A script to do
that is in build/update-version.mak-milestone .
