 Force version for:
  - snakeyaml to 2.0
  - json-smart to 2.4.9

 Add exclusion for log4j dependency for snmp4j, tcap-impl and asn libraries

 Update mts-nas version to 0.0.15
 Update mts-asn1 version to 0.0.8
